Supervising and Managing Human Resources Principles and Practices

The Pacific Islands Training Initiative (PITI), through its generous training initiative in the insular area governments, sponsored a workshop on Supervision and Management of Human Resources in the Federated States of Micronesia (FSM). Facilitating the workshop was Ms. Carole Buncher a former employee of the United States Government Accountability Office (GAO). The workshop started on Tuesday October 26 and concluded on Friday October 29, 2004.

The objectives of the course include describing the roles of the supervisor in today's organization, human resources management, skills for effective interpersonal communication, components of an effective performance management system and the supervisor's role in managing these components, and diagnosing and demonstrating skills to managing conflicts.

The participants of the workshop came from both the National and State governments of the Federation, representing audit, finance and administration. All the Public Auditors of the FSM attended the workshop along with officials from finance, personnel, revenue, and tax.

The idea for the workshop started back in July of this year at the Association of Pacific Island Public Auditors (APIPA) conference in Majuro when Mr. Haser Hainrick, FSM National Public Auditor approached Mr. Stephen Latimer of the PITI, USDA Graduate School for the need and desire of the FSM Public Auditor for further training on supervisory and management and a "one on one" consultation on issues that the participants of the workshop may have and the facilitator is willing to accommodate. The consultation portion was done in the afternoons of Wednesday and Thursday at the Office of the National Public Auditor, Office of the Pohnpei State Auditor and FSM Department of Finance and Administration.
