Capacity Building for the Insular Areas - Michael B. Henry’s 60-day OJT

On February 4, 2005, Mr. Michael Henry, Auditor I, left Pohnpei to participate in a sixty-day on-the-job audit-training program at the U.S. Department of Interior’s Office of the Inspector General (OIG) Central Audit Office in Denver, Colorado.

Mr. Henry’s training is part of a joint-training program initiated in 2002 between the Insular Areas Public Auditor Offices, U.S. Department of Interior (DOI), OIG, and DOI Office of Insular Affairs (OIA) to provide the Public Auditor Offices with capacity building through training and technical assistance programs. Staff members from Insular Area governments are sent to selected OIG field locations to attend sixty to ninety-day period “hands on training” fully funded by DOI.

While at the DOI OIG Central Audit Office in Denver, Mr. Henry worked alongside OIG personnel on the preliminary planning phase of an audit. During his training, he accomplished the following:

    • Participated and documented interviews with key management officials of the various DOI bureaus, agencies, and offices.

    • Participated and documented interviews with key DOI and USDA officials at the National Interagency Fire Center (NIFC) in Boise, Idaho.

    • Reviewed and analyzed documentation obtained at the various DOI bureaus during survey fieldwork. The various bureaus reviewed include the Bureau of Land Management (BLM), Aircraft Management Directorate (AMD), and the Office of the Chief Information Officer (OCIO).

    • Reviewed and analyzed bureau OCIO’s criteria.

    • Participated in numerous interim team meetings to discuss survey results and identify potential audit focus areas.

    • Participated in a 3-day post-survey story conference.

    • Participated in a half day of a 3-day report writing story conference.

    He completed his training within 67 days, returning to Pohnpei on April 18, 2005. Ms. Limanman Elanzo, Auditor I, participated in a similar two month training last year during August 2004 in Albuquerque New Mexico.
