CID staff attend Heads of Law Enforcement Conference

Newly appointed Chief Investigator Nigel Savidge and Investigative Auditor Fletcher Poll, CFE, from the Compliance Investigation Division (CID) of the Office of the National Public Auditor attended the 13th Annual Heads of Law Enforcement Conference held in Kosrae on the 19th and 20th April 2005. The conference was chaired by Chief Robinhood Noda of the Kosrae State Police.

The conference proved to be a fruitful and valuable forum to exchange ideas and information about law enforcement activities throughout FSM and the region. It also gave conference participants an excellent opportunity to develop professional networks. Amongst the participating agencies were the FSM National Police, Kosrae State Police, Pohnpei State Police, FSM Customs; FSM Division of Immigration and Labour; FSM Postal Inspection Services; CNMI Commonwealth Ports Authority; the Federal Bureau of Investigation and the US Naval Criminal Investigative Service.

As a direct result of this conference, the CID was able to re-establish important contacts with key members of the law enforcement community in FSM and the surrounding area. As a part of the Heads of Law Enforcement Agencies Association, we were invited to participate in rounds of talks regarding the law enforcement priorities of the Nation. The particular areas of interest included important discussions on training and operational needs, joint law enforcement ventures on disaster management operations and intelligence and information sharing.

Investigative Auditor Poll briefed the conference on recent and current cases under investigation by CID while Chief Investigator Savidge discussed the strategic direction that CID would be taking, with an emphasis on developing intelligence driven, financial investigations. Investigative Auditor Poll spoke of the training benefits that membership of the Association of Certified Fraud Examiners offered for investigators involved in financial crime, while Chief Investigator Savidge offered training and investigative assistance to all law enforcement agencies within FSM in the field of financial crime investigation.

The Workshop was very relevant for us attending from the FSM because it gave us fresh perspectives from an International Auditing Standards standpoint. We were able to share some of our challenges in the office with other Auditor General’s Offices especially in areas of staffing and recruitment, quality assurance and control, organizational independence, conflicts of interest, audit reporting requirements, funding issues, relationships with our respective clients, etc.

A number of important resolutions were taken at the conference, a significant number of which relate to the need for the ongoing training of law enforcement personnel. This is a clear indication that the law enforcement agencies of FSM are committed to ongoing professional development.
