The United States Government Accountability Office (GAO) in Washington D.C. has accepted Moses Russel , Auditor III of FSM Public Auditor's Office for a 150-day International Fellowship Training Program for fiscal year 2006. The objective of this program is to assist the Office of the Public Auditor, Federated States of Micronesia National Government (OPA), to secure additional and relevant training for existing and future National Government auditor that will enable them to continue to produce quality and timely audit products. To achieve this objective, the OPA would like to continue obtaining and providing such training opportunities in coordination with the GAO International Auditor Fellowship Training Program for 2006 which is scheduled to start in May through October 2006. This training program was sponsored by the GAO (both classroom and on-the-job training program with GAO staff and State and local government officials).

Moses Russel is the first auditor from FSM to attend this fellowship program. This cooperative training effort will improve the skill levels of OPA staff auditor, and benefit the Federated States of Micronesia National Government as a whole in that it will increase the OPA ability to better perform its audit function. In the long-term, these improved capabilities will result in the OPA being better able to fulfill its mandate of monitoring governmental operations.
